This pair covers banks that let you fund an exchange and also put a card in your hand. Sygnum, AMINA Bank and Swissquote lead at 15 of 16 with Viseca credit cards or a Swissquote debit Mastercard that settles by selling Bitcoin, Ethereum or XRP, while Wirex, Xapo Bank and Revolut cover the retail side with cards that spend from crypto or pay cashback in Bitcoin. The UAE apps (Wio Bank, ruya, RAKBank, Liv) and the EU apps (bunq, Rebind) pass with a partial on transfers because they publish no exchange policy, and Singapore Gulf Bank, Bank Frick and LHV score partial on the card, since SGB's pages list no card, Bank Frick's Debit Mastercard appears only in its fee schedule, and LHV's cards cannot spend the crypto bought at the bank. Bitcoin Suisse, Anchorage Digital, BCB Group, SG-FORGE, ClearBank and Zand Bank fail the card test because they issue no card of any kind, PostFinance, Santander Openbank and the Swiss cantonal banks issue ordinary debit cards and still fail it, as do BBVA, Raiffeisen NÖ-Wien and Deutsche Bank, which say outright that nothing they issue spends crypto, and N26, Commerzbank, Custodia Bank and Mercury fail on transfers, Mercury because buying or selling crypto through the account can close it.

Swissquote's debit Mastercard can settle a purchase by selling Bitcoin, Ethereum or XRP from your holdings, and the bank takes crypto in from six named exchanges. Revolut's crypto card, free as a virtual card, spends directly from a chosen crypto balance and works with Apple Pay and Google Pay, though Revolut blocks transfers to some exchanges. Sygnum's Visa and Mastercard credit cards settle from crypto or fiat holdings, but the crypto is converted first, so you are not paying the merchant in crypto. Xapo Bank's card spends USD with up to 1% cashback in Bitcoin, and Wirex pays cashback in USD on Wirex One.
None of the four publishes a clear yes. Wio Bank, ruya and RAKBank have no published policy on fiat transfers to third-party exchanges, and Wio's Key Fact Statement says the account can be restricted if use breaches its compliance policy. Liv is the closest to a yes: its parent Emirates NBD has said since 2018 that it does not restrict transfers to blockchain trading platforms as a class, and third-party guides report AED transfers to VARA and FSRA licensed exchanges going through. All four score partial on the transfer test for that reason.
