Which banks in the EU offer exchange transfers and a stablecoin off-ramp?

This pairing is the cash-out route: sell on an exchange or hold a stablecoin, then land euros in an account without a fight. Wirex, Monerium and BCB Group score full on both, and Revolut, SG-FORGE and Rebind score full on the stablecoin side with a partial on exchange transfers, because Revolut lists some exchanges as unsupported, SG-FORGE reaches individuals only through exchanges, and Rebind never names one. Bunq, BBVA, Santander · Openbank and Raiffeisen NÖ-Wien are partial on both, meaning an exchange transfer will usually clear but there is no stablecoin service to speak of. LHV fails on stablecoins because it offers no e-money tokens, Deutsche Bank fails on exchange transfers because it publishes no policy, and N26 and Commerzbank fail both.

What is the simplest way to turn USDC into euros in an EU account?

Wirex: top up USDC, it becomes a EUR balance 1:1 with no spread, and SEPA takes it out. Rebind takes USDC into savings and withdraws to any IBAN free of charge. Monerium works with euros only, so the play there is EURe rather than USDC, burned into euros at any SEPA account. Revolut sells USDC in-app and still supports it in the EEA after USDT was withdrawn.

Why is LHV on the exchange transfers page but not here?

LHV takes euro transfers to and from exchanges as ordinary payments and its UK arm banks Coinbase and Bitstamp, so it passes that test. It fails stablecoins because it offers only 'other crypto assets' under MiCA and no e-money or asset-referenced tokens. Deutsche Bank is the mirror case: a partial stablecoin score through the EURAU link and no published policy on exchange transfers.
