Which banks in Europe outside the EU offer custody?

Custody means the bank holds the coins for you rather than leaving you to run a wallet. ClearBank is the parent bank that fails: it states clients keep control of their own wallets and offers no crypto custody. Three banks pass partially. Wirex holds balances in the app but is a UK e-money institution with no deposit or compensation cover on crypto, LHV keeps coins inside the bank with no way to move them out, and BCB Group's Stablecoin Earn lends your USDC, USDT or EURC out under a master loan agreement rather than holding it idle. The strongest custody language comes from the Swiss side, where Sygnum, AMINA Bank and Luzerner Kantonalbank hold assets off balance sheet and segregated in bankruptcy.

Which Swiss banks hold crypto off balance sheet so it stays mine if the bank fails?

Sygnum describes regulated custody for more than 70 assets held off balance sheet and bankruptcy remote. AMINA Bank runs hot and cold custody off the bank's balance sheet in segregated wallets. Luzerner Kantonalbank holds coins off balance sheet in an ISAE 3000 and ISAE 3402 certified setup, segregated in bankruptcy. Swissquote says assets traded on SQX sit off the bank's balance sheet, and Bitcoin Suisse keeps keys in Switzerland but is not a bank.

Is Xapo's custody regulated, given the bank sits in Gibraltar?

Yes. Bitcoin is held through Xapo VASP Limited, a GFSC-regulated DLT provider, 1:1 with MPC key sharding. The catch is that Bitcoin is the only supported digital currency under the VASP terms, so anything else sent to a Bitcoin address is lost. USDC and USDT arrive as USD in the account rather than as custodied tokens.
