Which banks in Europe outside the EU offer staking and a card?

Staking plus card is the retail power-user combination: earn on coins and spend them. Nine parent banks fail. Five fail both tests, since BCB Group, BBVA, Zürcher Kantonalbank, Luzerner Kantonalbank and ClearBank offer neither staking nor a crypto card. Bitcoin Suisse stakes but has no card, and PostFinance stakes ETH but its Debit Mastercard cannot touch the custody account. LHV has a card but no staking yet, and Standard Chartered has neither for retail. Xapo Bank and Wirex pass partially on staking because they pay Bitcoin interest and Earn rewards rather than staking, and Bank Frick is partial on the card.

Revolut stakes 16 tokens including ETH, SOL, ADA and DOT at an advertised rate of up to 22% APY, and its crypto card is free as a virtual card and works with Apple Pay and Google Pay. Wirex pairs Earn accounts at up to 9.75% APY with a Visa card in the UK, though Earn is not staking. Revolut carries a Watch health tag and Wirex an Unknown one.

Which Swiss bank does both staking and a card for a retail customer?

Swissquote. It stakes ETH, DOT, SOL and ADA while keeping 20% of rewards, and its Debit Mastercard can settle purchases by selling Bitcoin, Ethereum or XRP. Sygnum and AMINA Bank offer both but take qualified or professional clients. PostFinance stakes ETH for Swiss residents but fails the card test because the coins cannot be spent.
