Which banks in the Gulf and MENA offer a stablecoin off-ramp?

A stablecoin off-ramp means the bank will take USDT or USDC and pay out fiat. In the Gulf the full version lives at Singapore Gulf Bank in Bahrain, which accepts USDT and USDC deposits and converts them for eligible clients, and at Zand Bank and AMINA Bank's ADGM branch, both for businesses or professional clients. The partial scores are a different product: RAKBank lets you sell USDT bought through Bitpanda back to your AED account but has no route to deposit stablecoins from outside, Wio Bank and Liv sell crypto back to your account without naming a stablecoin, and Standard Chartered's stablecoin work is for institutions and corporates. ruya fails because it sells Bitcoin alone and Fuze routes everything through the bank.

Minting and redeeming USDC is for corporate and high net worth clients with a USD 100,000 minimum per transaction. AMINA Bank's Abu Dhabi branch trades USDC, USDT and more, but for professional clients, and Zand Bank's ZandMint is for companies with an AED current account.

Can I cash out stablecoins through a UAE retail app like RAKBank or Wio?

Only stablecoins you bought inside the app. RAKBank lists USDT among its 21 coins and lets you sell it straight to your AED account, but publishes no way to deposit crypto from outside. Wio Bank and Liv do not name a stablecoin at all; Liv's list is Bitcoin, Ether, Solana, Cardano and XRP. For an off-ramp from your own wallet you need Singapore Gulf Bank, Zand Bank or AMINA Bank.
